The new approach

• 64bit in nanoseconds

• wall_time=mono_time+epoch

• epoch is determined at boot time through RTC and can be adjusted/synchronized with external timer source

• can be set through syscalls

• can be read through gettimeofday etc

wall timers expire in wall time
